Did Boom issue 64m of ordinary shares without warning private investors first. the reason I ask is that

on the 23rd July they said

"The Board has, however, decided that the number of initiatives in progress mean that this is not an appropriate time to raise further capital. The Board intends to announce a number of new initiatives in the coming weeks and looks forward to announcing its interim results on 26 August 2014"

So... they actually diluted shares.. when they said they had no need to do so... without fore warning
