Hi UK_investor,
Norges Bank have increased their holding in IPF. At the same time they have loaned out some IPF shares (0.61%). The borrower will have then sold them short with a view to buying them back at a lower price.
However, it would appear that Norges Bank have taken the opportunity of the increased liquidity to buy more - and at a lower price than would otherwise been the case. At the expense of the shorter.
Anyway that is my interpretation of that RNS.
