Port press conference. My left is Paul Fisher the bank's executive director for markets. My far -- -- Spencer dale the bank's chief economist. Next in this Charlie bean the bank's fifty governor for monetary policy. Next to me is the governor of the Bank of England -- up. Effective and -- smells so good morning everyone. Inflation is now as well as its been since 2009. Jobs have been raided a parade of 60004. Month the economy is growing at its fastest paid in six years. For the first time on time you don't
have to be an optimist. Deceive the -- assets have for. The recovery has finally taken whole. It's welcome that the economy is growing again but returned brokers might yet return to normality. Nearly one million more people were out of work than in the years before the financial crisis. Many others in part time work would prefer to be working full time. Real wages might yet increasing with. In the economy remains to have percent smaller than a worse in 2008. A strong and sustained recovery is needed to put
people back in work into use up the slack but still exist in the economy. A sustained recovery requires a revival of business investment. So far the upswing in growth has been driven by modest recovery in consumer spending and revival in housing investment. That's not surprising. We can expect to see strong export demand from the UK's major trading partners. And business investment typically takes time to pick up during recovery. Eventual recovery in business investment will be supported by continuing
improvement in credit conditions as a banking system gains in strength. And by reduced uncertainty about future prospects. A recent surveys of investment intentions have been encouraging. The handover from health -- for business spending may not be smooth. Quarterly growth rate of GD he'll likely to ease back a little next year and over the forecast -- -- -- growth is likely to remain minus. Compared to past recoveries. A sustained recovery required price stability. CPI inflation has fallen back
unexpectedly sharply to 2.2 percent in October. It may take up slightly in coming months as recently announced it'll be placing -- take effect. But the -- -- point. And appreciation of sterling in recent months and persistently weak domestic price pressures mean that inflation. Is projected to be significantly lower than our -- Under the assumption that the bank rate falls -- implied by market yields. The 2% inflation target is reached before year rural area. And inflation is expected to remain persistently
well below target in the later part of the bank's forecast. The MP CS that assesses the chance of inflation being at or above to have percent. Towards the end of next year to -- only around one in three. Much lower than we did in August. The MPC offered judges that inflation expectations remain sufficiently well like. A sustained recovery requires confidence that exceptionally -- monitor policy will be maintained in the face a week for an -- Nine dollar in -- postal bank. And government balance sheets.
Forward guidance means the MPC will might even begin to consider raising banquet and least Intel unemployment rate reaches 7%. Through their guidance we are giving businesses and households the confidence. That interest rates will go up until jobs incomes and spending recovery. Cap is sustainable pace. In line with the unexpected strength of the -- and the unemployment rate has fallen a little more rapidly than expected in August. That's to be welcomed a 100000 more people warrant worth as of the -- The MPC
continues to make the conservative assumption that productivity recoveries will gradually with -- So that none of the gap relative to with pre crisis. -- closed over the forecast period. As a result stronger near term growth -- unemployment to fall faster than we had expected an honest. Again based on the assumption that the bank -- falls market interest rates. We judge David BA who in five chance that unemployment will reach the 7% threshold by the end of next year. And -- we invite -- it will have done so
by the end of 35. Of a VM DC now expects the 7% threshold to be reached earlier than we do in August. What really matters is -- we learn. About the economy on the journey to that special. Already that they have revised up its view of the average -- people want to work. Which implies somewhat more slack in the labour market than previously assumed. Our views on productivity can be expected to -- as the photographer as the recovery -- It's important to remember. -- the threshold is OK the unemployment
threshold and -- two point remember that the unemployment threshold is this staging post. For a setting policy. Not big trigger for an are dramatic increase in banquet. When the threshold is reached. The MPC will certain policy to balance the outlook for inflation against the need to provide continued support. To the recovery in output and employment. As one illustration of the potential trade offs from here the MPC's projections conditioned on the alternative assumption. The bank rate is held constant
until the end of the forecast horizon. These projections show materially stronger growth. Nearly 1%. Of GDP. Cumulatively. -- more rapidly falling unemployment. Even though inflation is closer to target by the end of the forecast period. Such policy trade -- will inform future -- PC decisions on the timing of any bakery increased. After the threshold has reached. With the recovery taking hold -- Cass business security. The -- will remain vigilant to risk to financial stability from the housing sector. In
particular from rapid increases in house prices and household -- which. We have a direct line of -- on the housing market across all of our responsibilities. In any protection any potential risk will the first instance be addressed by the financial policy committee. We will continue the processor repairing the financial sector. And we will continue to provide exceptional monetary stimulus. So the British households and businesses have for the first time a long time the confidence not just for the -- does
have a but there will be filled with that term college -- the. The -- of so if I could just say they'll be grateful if you would just identify yourselves before asking a question and do wait for the microphone will -- as you can see a lot of -- here. So as always if you can. Ask a single question then hand back the microphone for rich. -- -- -- -- fund three months the banks guidance on when rates may. Rise because of -- 7%. Unemployment threshold and has come forward by. A year and a half if you. Used to
be the same measure that you did last time. How do you expect borrowers to understand guidance that changes so radically in such a short time. Well the first thing is that term. What matters. In what will manner for the adjustment of -- eventual adjustment of monitor policy is the conditions that persistently economy at the point. When the threshold is as a -- And we have to see how much like has been used up a much like still excess and much momentum periods in the economy at that time. And what the
outlook is for inflation and an activity -- quite -- -- just a policy point. -- was always going to be movement in the timing of when -- potential way -- the unemployment threshold was reached. Relatively small changes in. Dell would recommend. Relatively small changes in the -- the productivity. Will mean that there are a lot of improbable these place. Moves around. What's important. Is that it is to -- one is what we -- between now and when their threshold is achieved. What we learn about the economy will
learn about how much extra slack careers in the economy. And secondly what the conditions are up when he -- achieve. M we're providing the confidence to businesses and households. That we will -- Even begin to think about moving interest rates until a financial at a cheaper secondly. Where is -- The question of how much momentum the economy has. And its ability to withstand an adjustment of monitor policy last point. I would refer you back into. The apples and apples comparison you just referred to -- which
is both look at. Constant rate forecast for a modest. And the constant rate forecast that we've just produced. If you look at the move -- -- report -- You see way attractive trade off. Between output employment and inflation. That is consistent with -- -- period of over average weather. Scott -- from Bloomberg News and governor doesn't an outlook for slower than forecast inflation faster than. Expecting decreases in unemployment leave with two choices. Either you keep -- -- same -- now. And that implies a
faster -- -- rise in interest rates or you can change make commitment -- keeping him in trade lower for longer and reduce that threshold. Is change in employment -- an auction. Well did it the LP. The NBC is a very comfortable I've got my quality. As well we're very comfortable with the guidance we put in place this with the right policy for the -- for recovery and -- the total recovery we're experiencing right now. We have one of the strongest recoveries in -- -- at this moment. In the event will. We have
giving clear guidance that we are leaving going to begin to think about -- policy until we see that unemployment financial achieve. And at that point we will takes our. So the time for a decision. And respected is not until that point in we have used the period of -- Between now. I think when their patrol was achieved. Two -- -- more about the big question in this economy. Which is so what's -- what's happened to productivity and what will happen by -- and ineffective as a consequence. How much like there
was an economy so -- this is the right framework. For the time. To help secure this recovery but -- deal with. The. -- -- amount that the essence of the guidance. Is that we don't intend to start tightening policy until relatively immaterial reductions in slack in the economy there's uncertainty. About how much slack there is we will learn something. About that over the next year ought to have a recovery proceeds. From how quickly unemployment falls back quickly. Productivity recovers and indeed what
happens to inflation. So by the time we get. -- 7% we'll have a better view on. How much further. The recovery can be allowed -- around before. Generate inflationary pressures that we need to account track. And it seems silly term try -- -- now exactly where. Well what we wouldn't take into three years' time monthly mark might hit that we felt. Way -- with. But our side and keep unemployment figures of the positive unemployment figures we have this morning we also learned that average earnings are still
well below the rate of inflation the squeeze on families' incomes as continuing. And this has been a constant of the last few years it doesn't seem. To have alleviated that much and -- for many people that creates real struggle. The Bank of England surely as the one institution which could do something about that as though anything that the bank. Would propose doing to try to alleviate the pain -- families feeling that's -- Well there's like no question there's -- important issue -- the first thing the Bank
of England is doing -- -- is acutely focused on is achieving our core mandate which is to insure that CPI. Inflation is is at 2%. And we're seeing. C -- -- Consumer price inflation move back. To target. But the second thing is this is the recovery in average earnings term. And importantly the growth in real wages are going to be determined by a recovery productivity. In in this economy. End in order to get their recovery relatively fruit we had to have a recovery in the mayor. We had to have exactly -- we
started to see in the last few quarters which -- -- digging -- and momentum development. -- One of the questions. -- to what extent alongside their bigger than the -- will productivity. Productivity picked up. You know words have people working environment. They're not working as much as they'd like to do not necessarily working in. The jobs within would be most productive that not working with all the tools. They might one -- have other firms might want them to have. -- not worried as much. In the prices
of working because not as much as being produced all those factors will influence. The extent would productivity picks up. Within the economy and the ability of -- to pay higher wages and so we need the recovery that historic. We needed to processed. We also need to see one side and a pickup in business investment which is central to afford gas we see there in the way of have over forecast -- pickup in business investment for important. -- -- the Bank of England is doing. Is is providing. Is providing the
confidence further monetary policy will be said in a way that's consistent with achieving the inflation target. But also is being said in a way at the same time said in a way that would support. That recovery. I'll finish -- of the -- know that there are a variety of other things that other part of the Bank of England going. To help ensure that businesses and -- the access to the credit that they need to us to sustain this pickup. Ben -- independent governor these latest forecasts imply that over the
forecast period the economy will be growing more strongly under the constant rate scenario than under the market rate scenario. Shouldn't the MP ECB doing something to counteract that market rate scenario were what is the Bank of -- happy with the pace of recovery under the market rate scenario. The first off -- you're absolutely right. That the reserve expectation under the -- -- scenario. But -- add a couple important caveats one is that turns as we go out of the report. There inflation expectations need
to remain well -- in order for their dynamic to work state -- I think secondly. It's the nature of forecasting into imperfect science at two. Number if you are pointing to a us but isn't it report testing that -- -- gas depends on the extent to which. Individuals and businesses. Fully anticipate. The path of policy so. It -- is to have a constant rate people have to -- yes internalise the fact that rates will be well for that period of time. Thumb. And -- you have to view you view you have to take a bit of
a deep these -- to report gas possibly forecast with a bit of -- -- -- That's said. It would appear that the it would -- certainly possible one can imagine scenarios. Where the unemployment threshold is reached. In bad. The best policy choice policy option for -- MPC of that period. Period of time I used to used to keep rates. At current levels because the trade off between output. End inflation is attractive we keep inflation on target him then we can grow the economy for the that's a decision. The MPC
will take -- at that point in the subsequent news. And -- I think the value of the -- -- forecast that that we include which we always include as a matter of course. But the value of it particularly. In this in this report. These additional. In fairly sharp relief. The potential benefits of for them at least for a period of time be on achieving the threshold of a -- -- But will -- -- -- it's not a decision we need to take today and we don't intend. If you can BBC news government just picking up on the
previous answer and and the earlier one. About the relatively benign scenario based on constant -- interest rates from employment growth and -- inflation. Is a message to households and businesses. -- an interest rate rise earlier. Than seemed likely in August is not what they should be thinking about well what the message that we. Given -- earlier Messinger college term and I have been given since then massive redeeming today. Is -- about the conditions in the economy that that M and the prospects for
inflation and actively that that's what will determine. Changes in interest rates for the first thing for households and businesses. Is the very simple message that we're not -- to even consider. -- consider raising interest rates and fell 7% level. It reached that's the first opt to wait until that point the second thing years at that point at their staging a we're gonna take an assessment. As the MPC. And all the of the degree of slack in the economy. Do real momentum in the economy and what that means
for achieving -- inflation forum where the need for -- -- -- and then and then we will take decision now. We liked the TARP. We like we produce inflation report every every three months. We will give a lot of commentary on what will really -- on the way which will help inform people about how we might take that decision time. What -- would be foolish of us is at this point in time is to try to anticipate. Exactly what we're gonna worry between Q and then. Because to go back to where it started. We are now
at the time for the first time on time with a recovery has taken -- And so this is the point. Where we really do start to -- about how much like Italy economy and to what extent France and individuals are going to respond to growth. -- -- -- Hi Jason Douglas from Dow Jones Wall Street Journal -- just about the business investment and I think you mentioned a speech. -- FT that you had some plans -- small business lending. Dramatically -- securitisation and -- things or serving for a bigger tells Reuters
plans. Today. Well. I quote what they signalled in the speeches -- we have heard we have work programme to work on the if you will supply side of finance and so had a -- Brian no. The sources -- firm of -- For small medium side -- including my time serve businesses. -- relates to. The medium term prospect for securitisation markets. We need to move as regulators. Jointly with other regulators around the world. -- think about the cumulative impact of the variety of further measures actual and proposed.
Online. On good securitisation real asset securitisation if you -- And if we need to make adjustments. -- we will make will make adjustments to support that. Are related to the related leveraged small medium sized enterprises we need to think about hadn't improved information for well in growth markets. Whether there's value win in things like credit registry is another structural changes in those markets so that it's easier this which. Across forums and get access. Ended -- as a host loser host of other
things will look you know. Their desire -- be one big bearing proposal around the us. And I should spurred by the will obviously -- things that. My colleagues John come a penny a -- in -- analyst of this table well. What will be target -- in coming quarters in years. But -- and with their switches. -- they mean it we should not forget. That the core of our marketing. Finance for small medium sized enterprises -- is insuring their all of our major financial institutions. -- healthy. And they have adequate
capital and -- -- line the right markets. And that priceless. Whereby Mauritania and a pop type and others. The last few years were looking to finish that job of making sure of the law. That not just a quorum but the periphery if you will of the UK banking systems adequately capitalised. The prior research has been made is one of the reasons why this recovery. Hess has taken -- but is this -- -- more could be done. Chris Giles on the Financial Times -- being huge and welcome changes in your forecast
compared with three months ago. Unemployment on the constant rate assumption now in the 20405050. Chance of hitting the 7% threshold. And the Euro also saying the words -- -- this morning that action -- would -- that. It's not really necessary and important you just take another view. Many people be wounding more than half -- point of forward guidance is. Can you enlighten them well. -- -- request a question press. The I think we didn't have fallen forward guidance. Today. War over the course the past four
months. We've had a very -- Recovery. -- unexpectedly strong recovery. Not just rolled into the bank's expectations or remember -- -- the -- worker. Was at the upper end of consensus and stayed at the upper end of consensus for a number marked. Had then I would say no way -- we with the aid worker the GDP will again. The top end of of consensus but let's say we didn't have -- -- -- Kind of capacity again Germany's second because you made this point his speeches. Given largest. Actual demand but given
surveys of for purchasing managers. Expectations about -- And it -- -- relationships the discussion within. Why don't you wouldn't you know is the bank raised rates today. Nobody is asking that question today and rightly so because people that would be dealt with that would put us in -- position. Up taking a recovery which is finally taking hold. Basically appointed -- from under we need to sustain this recovery. -- by providing guidance we've shifted the discussion. We shifted discussion to. It focal point
around unemployment level and what we'd like to do was to continued to emphasise. Then it's about not just achieving their financial it's not a trigger for travel with us about the conditions in the economy we get there but the challenge. Opens. And -- number of people have. Obviously that in the past. The MPC has been more inclined to raised bank rate. When PMI hits the purchasing managers' indices which indicate growth rate. -- elevated levels and conversely pickup when. PM minus. You know downward
direction. Now that was perfectly appropriate in the period before the financial crisis great moderation when the economy was pretty close. To potential most -- the time inflation poster docket because it. Growth picked up above trend that probably reasonable for policy to be tight we're very different situation now. Where. Those a substantial degree of slack in the economy without exactly how much we're reasonably confident there's. A substantial. Amount there that needs to -- That proposal. So -- the case
that as soon as growth picks up if should be tightened policy. Collapse -- needs to be who wrote it first so that I -- the key thing key message. That forward guidance was designed to send their out. Is that policy is not going to be related to growth rates but to the elimination of -- Now. Speech I gave recently contained a the chart on quoted on the inflation report but we're gonna happen. The speed with plotted the composite PM lives and bank rate and indeed what you -- of the recent past is that the
relationship between those two. Has has moved apart that we seem to have had some success in getting the message. Cross. An -- think I'm being -- on that point in my own speed of their circular. Then there's Goldman Sachs pleased that came -- risk I think by Kevin Daly. Which develops that idea and provides. I think it even more -- convincing evidence that. A bit video closest level. Work very well play an effort to avoid I've highlighted -- the -- from -- look at it flow. -- -- -- -- -- -- -- -- -- That.
You know. -- -- sort of pursue chris' point and the bank. Failed to -- the recession coming in 2008. It failed to spot the flat lining of economy in 2011 and 2012. It's now. Underestimating the strength of recovery why should. Financial markets help solve the businesses had any faith in your ability to forecast economy get your Ford -- right. Well I think the on the couple things and Spencer can maybe speak a passport just recommended that -- it's better to avoid that. GE. I think -- occurred nearly --
point -- together big things right. And where they think the bank got right. In in the recent past is term. It forecast a strong recovery. Then the market. Had expected at the time that the forecast was made. It turns out the recovery. The pick up has been even stronger than that but directionally -- top end of of consensus and and got -- -- right -- support -- Softer inflation there in the market expected that the time global market but a lot of market. And again it turned -- that inflation has been. So
after unexpectedly. So laughter -- to benefit particular certainly. On the -- on the point in time basis more aggressive bank much more nervous that the consensus. That was -- And so we we think we've -- the direction -- the big call we have to make. When. Commercial. -- point virtual institute is exactly what. Charlie was highlighted which is that we have we will have to take -- judgment on the degree of slack in the economy the prospects for. Productivity through work continues picked up -- what that
means for which it came into which you found that achieving inflation. -- -- clearer what and look for the directions as I would suggest. That the last thing would just -- T Spencer is there. -- would fly into. Improve the transparency of forecast. Process. And part of that transparency is a look back where we made key assumptions where we go on and and to provide you with the key assumptions review of market participants businesses around those. Have a different view. That the bank they can see -- what
we're driving our forecast and change quite a bit better. Thank you just mean bridges crossing. Of the value for guidance -- -- I think -- not come because we think we have some monopoly over forecasting is exactly governor's response -- question earlier that the value for guidance is helping people understand. How we are likely to behave as economy changes. And is entirely the same in his previous question is is people understanding -- which I think has called. And effective people's reactions to the good
news that we've seen today the governor was talked about earlier this the good news. -- economy started growth economy taking hold and inflation falling. And our intent of our forecast dairies which is what -- get to do this under the table and in page 47 and to 49 years of a box and detailing. RR -- RR latest analysis laughed off our forecast areas this adopted a prelude to a more detailed quarterly bulletin article. Doesn't come out and next month. I would take you through the whole of this spots now with
it takes a -- -- time it as a governor say what we try to do this time is not just save. -- -- be getting role in terms of -- dodge in this variables like spending day you know exports or investment -- but -- -- What intent -- our underlying worldview. In sort of August 30 which is when -- forecast we look -- -- -- analysing. Of a wealthy then what has turnout be different. Than we expected and so related to its key -- -- section five. And so the headlines from this box says if you look at the particularly
expensive components that weakness in demand was particularly pronounced in exports and business investment. If you then then take that back into what went wrong relative to what expected. On exports around half of that weakness in exports appears to be that the world grew less quickly than expected particularly Euro area. Around half of of the of the weakness reflects the fact that our ability to gain. -- depreciation of sterling instead he increased our share of world trade and failed to materialise as a
combination of well -- demand and also are our inability to sort of gaining greater share it. Intensive business investment we think the -- much of that stems from either directly or indirectly from. What's happening the rest of the world both in terms of the impact on credit conditions which didn't improve the extent we thought they -- And also intended just general impact of uncertainty. Which this much evidence suggests that was reflecting. -- in impacting upon fans -- to invest so we're trying to do
here we would even more so in the in in the bulletin article. Is trying to relate back to those key judgments about what went wrong and I think game. That's what the whole pointedly the greater transparency in the inflation report from now 18%. We've we've believe we lay out a key -- for example like today's forecast. We outlined underlining the monitoring table what we think that would excited to -- related individual indicated -- levels over the next six months. -- and -- together can monitor those key
judgments as we go forward and end. I'm sure basically doesn't won't be right appointed we'll update the -- transparent ways we can all learn as ago. Governors who say there's a welcome recovery underway but you say were long way from normality. Can you offer some commentary on what normal is in new world because I guess the big concern is that so far. We've seen perhaps some worrying signs of return to the old normal and greater lending reliance on house prices. -- we probably waiting for the new normal --
rivalries at the same as the old normal. That this bill I think is different to that question when these -- -- on the on the supply side if you will. V. One of the things that if you look in the labour market that is. Is not yet there recurrent -- now because unemployment is still well -- -- even though it's been coming down. Secondly. The number for people in primetime -- wanna be working full time as a couple of different measures of that. Up between. Roughly a fifth waste pre crisis. Levels -- -- the
bell -- for our more traditional. Measure of that. And those of the types of things we we we we have we're tracking together sentinel rock -- slack in the labour market but also -- -- them to work. Two. A sense of will now -- retreat today that labour market I should -- as well. There from labour market perspective. Where does. Historically pre crisis one would have seen their natural rate of unemployment terms some -- in the fives in the UK. And these the extent of longer term unemployment in the UK -- As
meant that there has moved up we provided -- now since the last inflation report of that on that. That that ultimately years though as labour market heels that should. The tattoo numbers should come closer together because actually. The UK labour market this term remains quite flexible if anything has become more flexible recently done better -- on the supply side -- The the other -- of normality that that we. Unless we're about. Is silently down in terms of overall productivity and -- and the -- and
therefore the really growth potential which is part of what -- gold -- anomalous -- particularly. -- -- the for a better part of your question I think the other probably the question is specifically around. The components of the -- and and to -- we have a recovery which -- seminar -- household spending rate now. You know more than three quarters of the growth term. -- in. In the the next several quarters is -- consumption growth or a housing activity housing investment. That's not that unusual in terms of
further phases of recovery and in fact. But levels of activity will rate of growth in consumption is it's quite modest compared to previous recoveries. I did not debt fuelled consumption is consumption of income. In effect what's happened there. Guy in the last several months has been -- turn the degree of precautionary savings of personals as -- Up from quite a -- levels to two. Levels -- still quite high relative to where -- receiving pre crisis but you have their drop and that there is term. OK forgiven
and boost to consumption in order for there to be sustained. Optimum way their needs to be the prospect of real wage growth. Down the road which has got that through a huge question of the week. Around and secondly we also -- -- housing -- as -- so my opening comments her. The bank do with through the financial policy committee is being very vigilant about potential risk -- But we need to put the pickup in housing activity and prospective. Activity levels well it picked up -- still running. Two between 233
quarters of his historic averages in terms of whether it's transactions were put this at. Homebuilding. Yen in so there is some room for that -- pick up and that's the initial phase of this report. Bridge Reuters I'm just a follow on on the on the housing and -- have a section on on on on property. But do you do you see any signs of a bubble. In any regions of -- British housing market because. Overall it's -- to say that though perhaps prices are still below the 2007 peak but it in London dinner parties
the prices that you pay for. Prime real estate in London this kind of the the main topic of discussion I just wonder if if you see any signs and should the FPC. Lean against this -- thank you. Well the first thing is. Just be absolutely clear we don't serve. -- go policy of the Bank of England for inside the circle line we -- policy for a -- -- -- kingdom. And and then can we react accordingly. Secondly in terms of firm. In terms of housing valuation firm and we clearly they're oracle periods in the
country. Where violations are very old David. And and a further increasing in fact what we see. Across the UK is that. Most of deprive them -- the greatest price momentum. Is for. Houses that a towards the upper end of that. For the valuations Beckham in the in the respective. Regions that we're noticing them expressed them. However there may be credit constraints more people who we're who would buy them houses houses that term -- Lower valuations. The. We have as I said in my opening remarks we have good
line inside down two dynamics in the housing market and when we look at it from. If financial stability perspective. We do look at measures of momentum. We look very importantly have measures of -- average where average of individuals for absurd cohort of individuals or people becoming overextended. That's informed. In real time by what's happening to -- stepped. So how much the people be allowed to -- a -- to tin cup. Where we're a lot of value global supply they've been given -- building that's consistent
with best practices. Our entry the -- we have we monitor their as a matter of course certain amount that will help. I think for many decisions. VPC. So I would I would I would generalise it in into respects first with respect to the FBC. We're being vigilant with the worry we're spending a lot of time analysing the the housing market analysing potential risks. Potential risk to financial stability. ME SPC. Either directly or more. Rather agencies has access to a bribery into tools that if necessary would be
used a proportionate graduated. Fashion. To bring back to today. To the -- Thousands. Initially important -- -- of the recovery. We've always go out. How. Housing. The direct and indirect effect of housing -- -- -- -- for activity and inflation. And I think we're like we're corporate we're pretty clear about further dynamic. And the last thing I would say implement a law. -- Bank respective years that the MPC -- FPC and the analytic support of both of those committees. Already quite closely additional
information show prospective cure now offers an insurer that each of the committee's -- focused on on the -- amended. But these do you see no no. Tim -- from city -- governor another one on housing. First you do see -- Of -- some -- so one factor that's driving up prices and also is there a pointer which. Rather than giving consumers have more wealth the fact that high prices starts. Draining consumers' ability to stand because that housing costs are high because a saving for high deposits. And song. -- did
two things over which we July -- we have a a pickup in activity. But would distort wells that supply so we're not. We're not possibly you know of of the of the big boost supply and obviously we is. As the bank don't have influence served direct influence on the on the supply side images that is the challenge obviously in this. In this market our. I I I I just meant something you seventies secondary question which is. OEU target of the wealth effect end actually in the work in the report in this a lot of
work behind us. Which -- can speak to. We we we drive the distinction of both the channels and actually. On a national basis Summers as some rises this the national basis that they've kept a wealth of flax -- question becomes whether there. -- wealth effect between individuals who we sell out of the market if you well were more likely to consume the most cumin and we don't actually see a lot of evidence of that that they've done that this difference is that we've done. For quite rigorous analysis on that
what we do see of course is. There is acquire -- -- a channel story. You know if houses are worth more than people or more against that there has that the -- that traditional financial accelerator effect. -- import -- them more basic. Effect on the economy which has.
