on Tues after Canadian private education firm prices IPO
    ** VEDU opens at $28.00 vs $4 IPO price. Shares last up
445.0% at $21.80
    ** Co sold 4.25 mln shares and raised $17 mln as planned
    ** Ontario-based firm said on Tues it expects to boost
tuition fees over next few years largely from Chinese students
and looks to earn more revenue from helping them and their
