** Shares of Australia's archTIS  AR9.AX  rise 3.7% to
A$0.085, on track for best day since June 29, if gains hold
    ** The data-centric software solution provider signs a new
agreement with Bank of Finland 
    ** Says contract to license co's NC Protect and NC Encrypt
modules
    ** Stock has fallen 25.5% this year, as of last close
