Australia's Bowen Coking Coal up on likely nod to begin Queensland mine ops

** Shares of Bowen Coking Coal Ltd  BCB.AX  rise as much as
9.8% to A$0.225, set for best day since April 5, if gains hold 
    ** Metallurgical coal developer receives a letter from the
Department of Climate Change, Energy, the Environment and Water 
    ** Says the department has advised co that it intends to
provide approval for construction and operation of Isaac River
Coal Mine in central Queensland 
    ** Says approval will enable grant of a mining lease upon
finalization of land access agreements for the Isaac River
project 
    ** About 3.1 mln shares change hand at 2:01 am GMT, compared
to 30-day average trading volume of 2.1 mln shares 
    ** Shares down ~38% YTD, as of last close
