 * On October 5, learned U.S. bureau of land management intended to find co's 
   project's proposed use of row was outside scope of original grant 
 * Co has since confirmed the decision and has submitted a letter in response to 
   the U.S. director of the blm 
 * Believe findings issued by California state director of blm, are "contrary to 
   federal law and policy and should be rescinded" 
 * U.S. bureau of land management's findings related to Cadiz valley water 
   conservation recovery & storage project
