Oct 20 (Reuters) - TeleEye Holdings Ltd  8051.HK : 
 * The Hong Kong Institute of Certified Public Accountants on 10 September found that Chang failed or neglected to observe certain code of ethics 
 * Chang was ordered to be reprimanded, to pay a penalty of HK$1,000 to HKICPA and to pay costs of the disciplinary proceedings 
 * Chang Kin Man, an independent non-executive director of company, was an independent non-executive director of Birmingham International Limited
