** Stock touches its highest level since August 17 
** The conglomerate launches international arbitration proceedings against Panama and seek damages of more than $1.5 billion for the "destruction" of its investments in the Central American nation
** Panama's economy ministry and presidency did not immediately respond to Reuters request for comment
** YTD, stock up 32.1%, benchmark Hang Seng Index .HSI up 0.4%
