** Shares of cloud services firm Cloudflare NET.N down 2.3% at $199.5 premarket

** NET shares pare losses after falling as much as 4.5% premarket over an outage that impacted its dashboard and related APIs

** The issue is now resolved, NET says

** Many users of cryptocurrency exchange Coinbase COIN.O were affected by the NET outage, COIN says

** As of last close, NET had gained ~90% YTD
