** Decibel Therapeutics's  DBTX.O  shares rise 9.9% to $2.88
    ** Drug developer says European commission (EC) has granted
orphan drug designation to co's lead gene therapy to treat
hearing loss caused by genetic mutation
    ** Orphan drug designation is granted by the EC for
medicines developed to treat rare condition, and qualifies drugs
for financial and regulatory incentives
    ** DBTX's drug has already received orphan drug tag from
U.S. FDA in 2021
    ** Including session's gains, DBTX up ~40% YTD
