    THE GLOBE AND MAIL
    ** Montreal-based SRG Mining Inc  SRG.V  is proposing moving
its headquarters outside of Canada in an attempt to skirt a
national security review that would have allowed the federal
government to block its financing deal with an opaque
China-based critical minerals company. 
    
    ** Canada's federal financial intelligence agency has fined
Canadian Imperial Bank of Commerce  CM.TO  more than C$1.3
million ($957,995.58) for failing to flag transactions linked to
money laundering and terrorist financing.

    **  A UN aviation agency has issued a draft report that is
highly critical of Ottawa's oversight of the safety of the
Canada's civil aviation system, finding multiple lapses in
Transport Canada's supervision of the country's airlines,
commercial pilots, air traffic control and licensing regimes.
