** Drug developer's shares  GNCA.O  fall 64% to 8 cents,
after trading below the $1-mark for roughly a month
    ** GNCA says its board voted to wind down company's ongoing
operations, weeks after it said it was exploring strategic

    ** Says it has delivered a notice to Nasdaq to voluntarily
delist from the exchange 
    ** GNCA shares have lost ~80% of their value YTD
