Heartland Express rises after declaring dividend and buybacks

** Shares of truckload carrier co  HTLD.O  up 2.8% at $16.82
    ** Co announces repurchase of up to 3 mln shares of its
outstanding common stock in addition to about 3.745 mln shares

    ** Co also declares regular quarterly cash dividend of 2
cents per share; a total of about $1.6 million will be paid on
the co's 79 mln shares of common stock
    ** In addition, HTLD announces a special dividend of 50
cents per share; dividend will be paid on Oct. 1
    ** HTLD says no portion of the special dividend is
considered to be a return of capital
    ** HTLD is down 7.2% so far this year
