** Staffing company's shares  CCNI  up 25% at $4.90 after
market as company enters all-stock merger with peer Hire Quest
Holdings 
    ** Command Center will issue about 9.8 mln shares to Hire
Quest's members, resulting in Hire Quest shareholders owning
