** India's bank stocks .NSEBANK rise 0.7% vs benchmark Nifty 50 .NSEI up 0.2%

** ICICI Bank ICBK.NS and Kotak Mahindra Bank KTKM.NS up 1.6% each, top gainers on subindex

** RBI keeps key rate unchanged, proposes raft of changes for bank lending

** Proposes to expand scope of capital market lending by banks to provide enabling framework to finance acquisitions

** Proposes greater flexibility to banks for opening and maintaining accounts of borrowers

** Also proposes to remove regulatory ceiling on lending against listed securities
