** Benchmark says near-term quantum-computing commercialization is strong and accelerating; however, the dream of "fault-tolerant" machine that solves every problem is still years away
** Reinstates coverage on IonQ IONQ.N, D-Wave Quantum QBTS.O and Rigetti Computing RGTI.O with "buy" rating
** RGTI shares rise 8.4% to $15.35; QBTS jumps 14.3% to $18.53 and IONQ gain 8.2% to $35.52 
** U.S. government steps up as direct investor, with $2 billion CHIPS Act allocation into the "quantum computing ecosystem", with IBM alone expected to receive ~$1 bln 
** RGTI says it would partner with HPE HPE.N and Pittsburgh Supercomputing Center to build "TangleLab", a hybrid quantum-classical supercomputing testbed designed to support research and education in quantum information science
