** Meghalaya government gives contract to JV, comprising co and Badri Rai and Company, to construct new secretariat complex

** Total order size is 10.96 bln rupees ($126.4 mln); co's share is 2.85 bln rupees

** Stock set to snap 5 days of losses

** More than 13.3 mln shares traded, ~2x the 30-day moving avg

** IRCN last up 7.5%, cutting YTD losses to 35.7%
