** Shares of U.S. department store chain Kohl's KSS.N up 2.3% at $17.7 premarket

** Citigroup raises PT to $19 from $16 citing resilient traffic at its online and offline stores

** According to Similarweb data, web traffic grew 9.4% in third quarter to date vs. a 7.8% fall in second quarter

** One of 16 brokerages rate the stock "buy", 8 "hold" and 7 "sell"; their median PT is $13

** Up to last close, KSS stock up about 23% this year
