U.S. index futures swung between gains and losses on Wednesday as investors
turned cautious ahead of Federal Reserve Chairman Jerome Powell's congressional
testimony, while Tesla gained as Texas requires charging stations to include its
plug.  .N 
    
    At 7:32 ET, Dow e-minis  1YMc1  were down 0.08% at 34,330. S&P 500 e-minis
 ESc1  were down 0.10% at 4,430.5, while Nasdaq 100 e-minis  NQc1  were down
0.19% at 15,228.
