** Shares of drug developer Minerva Neurosciences Inc
 NERV.O  fall 27.7% to $1.70 premarket
    ** The U.S. Food and Drug Administration says "refusal to
file" status remains in effect for NERV's experimental therapy
targeting negative symptoms of schizophrenia 
    ** NERV had requested a meeting with FDA after the regulator
refused to accept its application for the therapy, roluperidone,
in October
    ** Schizophrenia is a chronic mental illness characterized
by distortions in thinking, emotions, language and behavior
    ** As of last close, stock down 63.3% YTD
