** Shares of Australia's Norfolk Metals Ltd  NFL.AX  rise as
much as 7.1% to A$0.15 - set to mark their best day since Aug. 3
if gains hold 
    ** Minerals explorer says it has been informed by the
Department of Energy and Mining in South Australia that co's
permit has been converted to a new exploration licence
