** Rail Vikas Nigam RAIV.NS rises as much as 7.7% to 351.40 rupees

** Co gets letter of acceptance (LoA) from Himachal Pradesh State Electricity Board to develop electricity distribution infra in the state's central zone

** Says LoA worth 7.3 bln rupees ($83.8 mln)

** More than 23.8 mln shares traded, ~double the 30-day moving avg

** RAIV last up 3%, cutting YTD losses to ~23%
