** Shares of oil and gas producer Sable Offshore SOC.N rise 4% to $13.64 premarket

** Firm says pursuing damages of at least $347 million from the California Coastal Commission in previously disclosed litigation

** Expects financial damages exceeding $100 million from the County of Santa Barbara for unlawfully withholding permit transfers from the prior operator

** SOC says it is in active discussions with the U.S. government on potential federal credit support options

** As of last close, SOC up 45.34% YTD
