** Shares of payment platform SurgePays Inc  SURG.O  up
10.6% at $6.34 premarket
    ** SurgePays closed 11% higher on Wednesday after the
company said it had over 200,000 subscribers in its mobile
broadband subscriber business
    ** Company said it is early stages of the U.S. government's
Affordable Connectivity Program scaling efforts to reach an
estimated 48 mln qualifying households
    ** SurgePays says it has a a longer-term target of 500,000
subscribers
    ** As of last close, company's shares have more than doubled
