Australia's Tabcorp Holdings eyes best day ever on wagering & betting licence

** Shares of Tabcorp Holdings  TAH.AX  soar as much as 23.1%
to A$0.890, their record intraday gain, if gains hold
    ** Gambling entertainment co says it has been awarded the
new Victorian Wagering and Betting Licence by the Victorian
Government with an indicative licence value of A$864 mln
($578.79 mln)
    ** Stock at its highest since Oct. 17; set to gain for third
straight day   
    ** About 20.5 mln shares change hands, compared with the
30-day average volume of 8.1 mln shares 
    ** Stock second biggest percentage gainer in the S&P/ASX 200

    ** Stock has fallen 31.6% this year as of last close
