    ** Co promotes its Chief Operating Officer Taryn Owen to
chief executive officer, effective Sept. 12 
    ** Owen will succeed CEO Steven C. Cooper, who will step
down from the role 
    ** Says Owen will also become the co's board member
    ** YTD, TBI shares down 23.6%
