** Shares of transportation and media co  HLBZ.O  rise 2% to
$4.99 premarket, set to snap 2 straight days of losses 
    ** Italian-American co announces partnership with Vmoto Soco
 VMT.AX , an Australian co producing electric two-wheelers, to
expand fleet in Italy
    ** Vmoto Soco to supply HLBZ with 2,000 electric mopeds to
deploy in its Italian markets
    ** Last year, HLBZ shares lost 47%
