at $5.23 before the bell 
    ** WINT says it received a letter from James Huang
announcing his decision to resign as co's board chairman,
effective immediately
    ** In his letter, Huang says WINT's securities have not
reflected their true value; says decided to resign to focus on
other business pursuits
    ** As of last close, WINT was down ~22% this year
