Dec 17 (Reuters) - Utopya Insaat  UTPYA.IS : 
    * 99 pct owned unit Isparta Elektrik Uretim to increase 
share capital to 10.0 million lira ($3.42 million) from 1.0 
million lira through rights issues 
    * Company to participate in unit's share capital increase 
    * Transaction amount will be met from receivables from 
Isparta Elektrik and there will be no cash outflow from company
