Australia's Arafura Rare Earths sees best day since mid-March on loan from Germany

** Shares of Arafura Rare Earths  ARU.AX  soar as much as
11.1% to A$0.200, set to see their best day since March 14 - if
gains hold
    ** The rare earths miner says that the German government
inter-ministerial committee has issued conditional approval of
$115 million of debt financing for the Nolans project in the
Northern Territory 
    ** Co tops ASX All Ordinaries Index  .AORD  
    ** Shares hit their highest since May 29     
    ** Stock has risen 9.1% this year as of last close
