** Shares of Australia's Blue Star Helium  BNL.AX  rise as
much as 4.4% to A$0.024, their highest level since Oct. 16
    ** Helium producer posts independent assessment of
contingent resources at Voyager project in the U.S.
    ** Says Voyager's 2C field reports net unrisked contingent
helium resource of 857 mln standard cubic feet (MMscf)
    ** Adds 2C Voyager field helium resource up 33% due to
acquisition of additional mineral leases
    ** 21,250 shares change hands as of 0000 GMT, vs 30-day
average volume of 1.8 mln shares
    ** Stock fell 45% last year
