** UK's specialty chemicals firm Elementis  ELM.L  up 3% at
162.2p
    ** Stock among top pct gainers on FTSE 250 index  .FTMC 
    ** Barclays raise rating to "overweight" from "equal weight"
and price target to 200p from 155p
    ** Says although ELM has outperformed sector, there is still
room for further upside
    ** Adds review of talc business key catalyst for further
upside if divestment announced
    ** Up to last close, stock had risen nearly 29% so far this
year
