MADRID, July 29 (Reuters) - Spanish power utility Endesa ELE.MC on Tuesday blamed badly planned voltage control capacity and poor operational decisions for the massive blackout that hit Spain and Portugal on April 28.
Its Chief Executive Jose Bogas said the company's analysis showed there was insufficient backup capacity planned and that operational decisions further weakened the Spanish electricity grid's resilience.
Power utilities and Spanish power grid operator Redeia REDE.MC have blamed each others for the massive outage that left both countries paralyzed for almost twelve hours on April 28.
