** Shares of Evion Group  EVG.AX  rise as much as 60% to
A$0.040, set for best day since Feb. 10, 2021 - if current gains
hold
    ** Stock hits highest level since Nov. 2        
    ** Graphite developer says the Madagascan government adopts
new mining code, which includes granting of development and
production licences for compliant graphite projects    
    ** Permit will help co in developing its Madagascar graphite
projects like the Maniry one
    ** More than 5.1 mln shares change hands, compared with the
30-day average volume of 242,580    
    ** EVG down 26.7% YTD, as of last close
