** Lynas Rare Earths LYC.AX gains as much as 8.4% to A$21.96, highest level since August 1, 2011

** Iluka Resources ILU.AX gains as much as 23.4% to A$9.480, highest since August 16, 2023
** Both stocks closed 2.3% higher on Monday
** Australia is formulating a plan for its critical minerals stockpile to focus on sales of future production as U.S. and Australian leaders meet next week
** Australia is mulling mandated floor prices for critical minerals and funding for new rare earths as part of a proposed deal with the U.S. - reports
