** Shares of U.S. chipmakers rise after Federal Reserve Chair Jerome Powell hints at possible interest rate cut at September meeting

** Nvidia NVDA.O rises 1%, Intel INTC.O up 4%, Qualcomm QCOM.O climbs 3.4%

** Broadcom AVGO.O rises 2%, Advanced Micro Devices AMD.O up 1.2% and Micron Technology MU.O 2.9% higher

** Analog chipmakers Texas Instruments TXN.O, Onsemi ON.O and Analog Devices ADI.O up between 3% and 6%

** Lower borrowing costs would enable increased consumer financing for costly electronics and tech services, boosting demand for semiconductors

** At 10:19 a.m. ET, the Dow Jones Industrial Average .DJI rose 667.07 points, or 1.49%, to 45,452.57, hitting an all-time high
