** Shares of health insurer Oscar Health  OSCR.N  rise
~23.3% to $16.53 premarket
    ** Co forecasts annual revenue between $8.3 mln and $8.4
mln, above analysts' average estimate of $7.34 mln 
    ** Co's Q4 medical cost ratio, the percentage of spend on
claims compared with premiums collected, of 86.4% was lower than
analysts' average expectation of 88.3% - LSEG data
    ** Up to last close, stock more than tripled in the past 12
months
