** Stock hits lowest since August 13

** Mineral explorer announces entitlement offer of A$1.84 mln ($1.2 mln) at A$0.005/share

** Issue price represents 50% discount to last close

** Funds will aid drilling at co's Yalgoo and Abbott Projects

** Nearly 6.5 mln shares traded, 5.2x the 30-day average

** YTD, PLC rises 14.3%
