** Shares of Southern Palladium Ltd  SPD.AX  rise as much as
6.1% to A$0.435, their biggest intraday pct jump since Sept. 13
    ** SPD at highest level since Sept. 27
    ** Co say submitted mining right application for its
70%-owned Bengwenyama Platinum-Group Metal project in South
Africa
    ** Adds, it is confident to proceed with application after a
recent 34% increase in resource
    ** SPD down 49.4% this year, as of last close
