** Stock hits highest level since March 13

** Co executes non-binding supply agreement with U.S. Vanadium Holding Company LLC for 100% of vanadium-bearing slag production from co's critical minerals smelter (V-Iron Plant)

** Says in discussion to acquire brownfield sites that host, or have previously hosted, large-scale pyrometallurgical operations, others

** About 7.1 mln shares change hands, 9x the 30-day average

** Stock last up 41.2%, with YTD gains of 14.3%
