March 18 (Reuters) - Asia Cement China Holdings Corp  0743.HK : 
 * Says FY revenue decreased by approximately 22% to RMB6.39 billion 
 * Says the board proposed a final dividend of RMB5 cents per share. 
 * FY loss attributable to owners of the company was RMB299.1 million versus 
   profit of RMB790.3 million
