** Rocket maker's shares RKLB.O up 1.15% at $7.92 in
extended trading
** RKLB breaks ground on production complex in Virginia for
its Neutron rocket
** Co's Neutron rocket is a reusable launch vehicle designed
to deploy satellite mega constellations and for human
spaceflight
** Says construction will also begin soon on launch pad for
Neutron rocket at the southern end of Wallops Island, close to
current launch pad for its Electron rocket
** Up to last close, stock had fallen ~36% YTD
