** South Korea's steel and construction shares exposed to
North Korea rise after the South Korean government said it will
send special envoys to North Korea in preparation for a summit
    ** Seoul said on Friday it will dispatch a special envoy to
North Korea on Sept. 5 to discuss when the bilateral summit will
